CASE STUDY | Target Value Delivery at Texas Health Mansfield MOB and Hospital

Collaboration brought greater value to Texas Health’s Mansfield Campus. Early in the project, the Beck team and key stakeholders held sessions with the entire team to discuss project design, schedule, and budget.

These Big Room sessions were invaluable in setting the team’s direction and ensuring project objectives were being met. The team’s diverse and extensive experience was a key component in delivering successful outcomes. Throughout the process, design meetings were held weekly with active participation from the preconstruction team, considering factors such as lead times, installation duration, cost, quality expectations, and sequencing of work. The project team implemented a Target Value Delivery (TVD) process. Initially, the client sought a balance between cost and the scope of the building and its program. Through benchmarking similar buildings, the team established a target budget. They continually evaluated and adjusted the target budget and building program at critical stages to maintain the client’s development goals. As the design progressed, the team focused on defining and developing building systems that fit within the overall construction budget. Continual estimating went hand in hand with the TVD process. Beck’s design and preconstruction teams seamlessly collaborated to align the project budget and design, consistently measuring against the established target budget.

The team delivered the project within 0.5% of the original target budget and returned unused contingency to the client.

We approached the delivery process holistically to ensure a timely completion. The Owners, Architects, Designers, Engineers, Contractors, Trades and End Users were included throughout the process. The team had an intentional focus on setting up a collaborative environment and keeping the traditional silos down. A culture of accountability and continuous learning and improvement was created and instilled amongst the team. Monthly team surveys were used to keep a pulse on the team and make adjustments when necessary.

The team expedited the construction schedule of the professional office building in order to align with the hospital opening date. They were able to deliver the project one month ahead of schedule. One of the strategies to achieve this was implementing several prefabrication components, including its use of prefabricated elevators and prefabricated exterior wall panels. This innovative elevator solution allows early installation and prevents the elevator from becoming critical path. The exterior wall panels provided an expedited building enclosure that allowed the interior construction to begin sooner.
